OPD Areas
Oakland Police Department (OPD) organizes the city into six Police Areas made up of 35 smaller “beats.” These geographic units are the backbone for patrol deployment, neighborhood engagement, and how OPD slices its statistics.
Area 1 — Downtown & West Oakland
Covers Oakland’s downtown core and the neighborhoods commonly referred to as West Oakland.
Area 1 (Beats 1–7): covers Downtown and West Oakland. It’s bounded by Emeryville and Area 2 to the north, Lake Merritt to the east, the Oakland Estuary to the south, and the Bay to the west. The area includes several active business districts—Jack London Square, the downtown core, and the City Hall/Frank Ogawa Plaza area—reflecting a mix of commercial, civic, and residential activity.
Area 2 — North Oakland & Uptown
Includes Uptown and the North Oakland corridor, spanning areas such as Pill Hill, Temescal, and Rockridge.
Area 2 (Beats 8–13): encompasses Uptown and North Oakland neighborhoods such as Pill Hill, Temescal, and Rockridge. It’s bordered by Emeryville and Berkeley to the west, Contra Costa County to the north, and—on the south and east—Area 1, the City of Piedmont, and Area 3. The district mixes residential blocks with active commercial corridors, including Rockridge, Temescal, Montclair, and Piedmont Avenue.
Area 3 — Lakeshore, Eastlake, Adams Point, Embarcadero
A centrally situated district encompassing the neighborhoods around Lake Merritt and the Embarcadero shoreline.
Area 3 (Beats 14–19): sits near the heart of Oakland. It’s bounded on the west by Areas 1–2, Lake Merritt, and the City of Piedmont; on the north by Redwood Regional Park; on the east by Area 4; and on the south by the City of Alameda and the Oakland Estuary. The district blends residential areas with active commercial hubs, including Lakeshore, Eastlake, Adams Point, and the Embarcadero waterfront.
Area 4 — East Oakland (Mills & Leona)
Located toward the city’s east-central side, including the Mills and Leona areas.
Area 4 (Beats 20–25): sits in Oakland’s central/east-central section. It’s bordered by Area 3 to the west, Redwood Regional Park to the north, Area 5 to the east, and the Oakland Estuary to the south. The area includes a mix of residential neighborhoods and active commercial corridors, notably the Fruitvale district and MacArthur Boulevard.
Area 5 — East Oakland (Knowland Park)
An East Oakland section that includes the vicinity of Knowland Park.
Area 5 (Beats 26–30): spans a broad section of East Oakland. It’s bordered by the City of Alameda to the south, Area 4 along the north and west, and Area 6 to the east.
Area 6 — East Oakland
The easternmost set of beats within Oakland, representing another segment of East Oakland.
Area 6 (Beats 31–35): covers the southeastern portion of East Oakland. It’s bounded by Area 5 to the west and the City of San Leandro to the east, and includes major sites such as the Coliseum complex and Oakland International Airport.
